No You can ONLY purchase health insurance during open enrollment, which this year will be held November 15, 2015-February 15, 2016. If you need to purchase health insurance during a time other than that then you must have a qualified event such as involuntary loss of coverage, moving to another state, becoming a US Citizen or another similar life event.
Not all employers have to offer insurance to their employees. The number of Full-Time Equivalent, (FTE), employees (including part-time and seasonal employees) determines if you must offer health insurance. Employers with over fifty (50) FTE employees must provide insurance to full-time employees in 2016 or pay a penalty.
Children may remain on a parent’s insurance policy up to age 26, whether or not they are a full-time student and even if they are married!
